True while the delivery charge is still unset (shipping 0, not invoiced yet): createInvoice refuses with DELIVERY_FREIGHT_CHARGE_UNSET unless confirmZeroDeliveryCharge is true.

When the order was placed as a freight quote.

SalesOrderFreightQuote.packedWeightKg ● Float! non-null scalar​

The packed weight that crossed the threshold (kg, boxes included).
