A setup warning: a control set that can never pass, or an approval permission only one person holds.

PREPAID_UNVERIFIABLE: a payment-gated control is on while no control verifies payments at settle, so offline payments never pass it. SINGLE_APPROVER: exactly one person can approve the permission and no cover is running.

The enabled controls the warning is about.
