Why an approved request's held action did not run. The request stays approved, so it can be applied again or by someone else.

ControlApplyRefusal.approvalRequestId ● String scalar​

The approval request a control refusal points at, if any (for example a new request the re-run raised).

ControlApplyRefusal.code ● String! non-null scalar​

The refusal code: ALREADY_APPLIED, APPLY_IN_PROGRESS, APPROVAL_EXPIRED, NOT_APPROVED, NOT_REQUESTER, APPLY_NOT_PERMITTED, APPLY_NOT_AVAILABLE, or the code the action itself refused with (for example CONTROL_BLOCKED).
