CourierCostPolicy

Who pays the difference when staff change the courier: KEEP_CUSTOMER_PRICE (the customer pays the lower of their agreed price and the new courier charge; the seller pays the rest) or SELLER_PAYS_ALL (the customer pays nothing; the seller pays the whole charge).
