Values​

BidCostModelStatus.DRAFT​

Being edited. An organization has at most one draft.

BidCostModelStatus.PUBLISHED​

The version new cost sheets use. Never changes again; at most one at a time.

BidCostModelStatus.RETIRED​

Replaced by a later published version. Never changes again; cost sheets that name it still roll up against it.
